Analysis: The Bills took Shorter in the fifth round of the 2023 NFL Draft, but he never saw game action after being placed on injured reserve ahead of the regular season on account of a hamstring injury. Will not play this season
Shorter (hamstring) had his 21-day practice window closed Wednesday, and he'll remain on injured reserve for the rest of the season, Matt Parrino of The Syracuse Post-Standard reports.
Analysis: Shorter was designated to return from IR on Dec. 13, but he was unable to find his way onto the 53-man roster. Since his practice window has closed, he is now forced back onto injured reserve and will not be able to play or practice with the team for the remainder of the campaign. The 2023 fifth-round selection did not play a regular-season game with the Bills this year but will work to return healthy next season and carve out a regular role for himself in the team's receiving corps then.

Won't play Sunday
Shorter (hamstring) will not be activated from injured reserve before Saturday's game against the Chargers.

Signs rookie deal
Shorter signed a four-year contract with Buffalo on Thursday, Maddy Glab of the Bills' official site reports.
Analysis: Shorter, a fifth-round pick out of Florida, was one of five members of the Bills' draft class to agree to a standard rookie deal, with O'Cyrus Torrence, Dorian Williams, Nick Broeker and Alex Austin also putting pen to paper on contracts. Shorter has his work cut out for him just to earn a spot on the 53-man roster for Week 1, though as high-powered as the Bills offense can be, there are no established wideouts currently on the roster after Stefon Diggs and Gabe Davis.
